PFAS in Delaware Public Water
Delaware has conducted statewide public-water and environmental PFAS work. Here's how monitoring and reporting fit together, and how state and federal roles differ.
Short answer: Public water systems monitor for PFAS under federal EPA requirements, with Delaware's Office of Drinking Water overseeing public-water implementation and DNREC handling environmental investigation and remediation. A detection is not automatically the same as a violation — always check which standard a reported number is measured against, and verify current values before relying on this page.
Who does what
- Office of Drinking Water (Division of Public Health): oversees PFAS implementation for public drinking-water systems.
- DNREC: investigates and remediates PFAS in the environment, including near known or suspected sources such as firefighting-foam use areas and certain wastewater or spray-irrigation sites.
- U.S. EPA: sets the federal PFAS drinking-water regulations that public systems must follow, including compliance schedules.
Delaware context
Delaware has sampled for PFAS in public water and in the environment, including work related to firefighting-foam history and certain investigation areas such as the vicinity of Dover Air Force Base. Any specific local PFAS claim on this site requires an official basis — published sampling, an official investigation area, a public-water result, or a public notice — not a general assumption about an area's water quality.
System-level treatment matters. Newark's current water-quality report describes granular activated carbon in its South Well Field treatment for PFAS, along with other treatment steps. That is a Newark-specific example, not proof that every Delaware system uses the same process. Check your own PWSID and CCR before choosing a home filter; Artesian, Tidewater, Veolia, Dover, Wilmington, and other systems may have different sources, treatment trains, and reporting.
Delaware PFAS reporting law
Delaware's Forever Chemicals Mandatory Reporting Act (Title 16, Chapter 30R) requires the Division of Public Health to make PFAS levels in public drinking-water systems available online and requires prompt resident notification when a utility exceeds an applicable PFAS maximum contaminant level. That state reporting requirement is why the current Drinking Water Watch record, CCR, and utility notice are more useful than an undated social-media map or a generic “PFAS in Delaware” claim.
For a private well, the legal framework is different: DNREC's PFAS drinking-water guidance explains that private wells are outside the federal Safe Drinking Water Act public-system program. If a private-well result is elevated, DNREC and DPH may evaluate monitoring, alternate water, or treatment under the response approach described by the state.
Units and standards matter
PFAS results are typically reported in ng/L (nanograms per liter) or ppt (parts per trillion). A number could reflect a federal MCL, a health advisory, or a laboratory reporting limit — these are not interchangeable. Always confirm which standard applies and its effective or compliance date before treating a number as a pass/fail line.
What a Delaware homeowner should do with a result
- Identify the exact public-water system and PWSID in Drinking Water Watch.
- Read the current CCR or public notice for that system, not a neighboring municipality's report.
- Check whether the reported value is raw water, finished water, or a household tap sample.
- If installing treatment, choose a product with a current, contaminant-specific certification and follow its flow and replacement requirements.
- Retest or use the utility's follow-up data when the concern is a private well or a household plumbing point.
Newark's granular activated carbon example is useful because it shows treatment can be source- and plant-specific. It is not a shortcut for deciding that every Artesian, Tidewater, Veolia, Dover, or Wilmington customer needs the same equipment.
Public systems vs. private wells
Public water systems monitor and report PFAS under applicable federal rules, with Delaware implementation overseen by ODW. - Publishing a "PFAS hotspot" claim without current official data
- Treating a detection as automatically a violation
- Assuming private wells are automatically covered by public-system PFAS monitoring
- Promising that a treatment product removes all PFAS without product-specific certification
PFAS treatment questions for Delaware homes
Before purchasing a filter, identify whether the concern is public-system monitoring, a private-well result, or a household tap result. Those are different evidence streams. A utility report may describe treatment at the plant, while a home filter must be evaluated at its rated flow, contact time, cartridge life, and replacement interval.
Look for a current contaminant-specific certification or performance claim. Generic “purification” language is not enough. Keep the original laboratory or utility result, record the installation date, and retest when appropriate. Newark's granular activated carbon example demonstrates system-specific treatment; it does not establish a universal Delaware filter recommendation.
